Do you support the temporary relocation of KBSC’s sailing operations?

Livingstone Shire Council is welcoming the community’s views on a proposal to provide a 12-month tenure agreement to Keppel Bay Sailing Club Limited (KBSC) to temporarily permit the club to relocate its sailing operations to an area of Reserve for Park and Recreation.

Councillor Pat Eastwood, Portfolio holder of Healthy and Inclusive Community, said KBSC has requested to utilise the foreshore area located north of Beachside Caravan Park to Farnborough Beach Access Nine (FB9) during reconstruction of the KBSC Clubhouse at Anzac Parade.

“Community feedback is an important part of the proposal as it will help Council determine if there will be any impacts to key stakeholders, beach-goers and the wider community if the temporary use is permitted,” Cr Eastwood said.

“Council’s decision to enter into an agreement with KBSC will be influenced by this feedback and we encourage anyone with concerns or support to have their say.

“Council officers have been liaising with KBSC about the logistics, including parking, pedestrian safety, and environmental impacts, and any costs associated with the temporary relocation will be covered by KBSC.

“If approved, KBSC will be responsible for managing the area during sailing operations to ensure the safety of its members and the public in line with a Safety Management Plan.

“The public will still be able to access the area and beach during sailing events and if required, traffic management will be in place to safely manage pedestrian and vehicular traffic at the access.

“Under the terms of any tenure agreement, KBSC will carry out any required remediation work in the area at the club’s cost and some trees may need to be removed and reinstated when the tenure agreement ends.”

Nearby rehabilitation works currently being carried out by Capricorn Coast Landcare Inc will not be affected.

Council, as Trustee of the land, has applied to the Department of Resources (DoR) seeking approval of the proposed temporary use and a draft amended Land Management Plan has been provided to DoR.

The proposed sailing frequency will be:

  • Sundays 8am – 4pm;
  • Monday – Wednesday 3.30pm – 6pm (during school term only);
  • Saturday – monthly regattas; and
  • September 2023 – a week-long sailing event.
