Council resolves to enter MOU with Urban Development Institute of Australia

In an effort to foster closer ties and liaise on matters affecting the development industry at both local and higher levels, Council has resolved to enter into a Memorandum of Understanding (MOU) with the Urban Development Institute of Australia, Central Queensland Branch (UDIA).

The UDIA and its Central Queensland branch representatives met with Mayor Andy Ireland and Council managers earlier this year, to discuss the local development industry along with a proposal to enter an MOU with Council.

Mayor Andy Ireland said the MOU offers an opportunity for Livingstone to collaborate with UDIA to assist in producing better planning and development outcomes for the community and its visitors.

“A desirability to live in Livingstone Shire is one of our key strengths in lifestyle choice,” Mayor Ireland said.

“In the last ten years Livingstone has seen total growth to around 19% from a population base in 2012 of 34,381 persons.

“In 2022 the Shire had a population base of 40,952. In particular, the last three years, Livingstone has been experiencing a higher growth rate than other regional centres.

“Understanding and providing various products to suit different lifestyles is a key component in assisting to make Livingstone Shire an attractive place to live.”

The intention of the MOU is to create an active working group that would meet on a quarterly basis.

Mayor Ireland said whilst the MOU is a non-legally binding document, it does set out an intent for parties to mutually agree to certain outcomes to achieve desired goals.

“The MOU will provide a formalised forum for Livingstone Shire Council and UDIA to work closely together,” Mayor Ireland said.

“It will provide Council with industry insights into emerging issues and trending products. This also provides industry with another forum to engage with Council which will be especially important with the upcoming Planning Scheme amendments and review process, and Local Government Infrastructure Plan adoption.

“This MOU aligns with Council’s objective in the future planning of Livingstone to ensure balanced environmental and development outcomes in accordance with the community’s aspirations.”

Council resolved to authorise the Mayor and CEO to co-sign the MOU for the term up to the next Local Government Election.

The UDIA is a national not-for-profit organisation. Established in 1971, the Queensland office is the largest of the Institute’s state bodies. There are 11 regional branches, including Central Queensland Branch.
