Livingstone Shire Council unveils Priority Projects for 2023-24 to drive regional prosperity

Livingstone Shire Council has today endorsed its Priority Projects 2023-24 Advocacy document, aimed at attracting regional investment and funding partnerships from state and federal government.

The document aligns with the goals of the Livingstone Community Plan Towards 2050, focusing on projects that can have a transformative impact on the region's social and economic prosperity.

Mayor Andy Ireland, Portfolio holder of Economic Development and Regional Advocacy and Intergovernmental Relations, emphasised the importance of council-led advocacy in securing essential funding for local projects and driving positive change.

"Clear advocacy priorities enable effective lobbying to state and federal government representatives for the investment needed to make these projects a reality. By presenting a consistent message to funders, we can engage in the ongoing transformation of our neighbourhoods, towns, and region,” Mayor Ireland said.

“The document highlights several key initiatives that reflect our commitment to the sustainable development and progress of our rapidly growing shire. Each project has been carefully selected to address the needs and aspirations of our community, while also attracting investment and fostering economic growth.

"By investing in the restoration of Causeway Lake, rejuvenating Yeppoon Town Centre, attracting a permanent defence presence, and developing key infrastructure such as the memorial gardens and maritime facilities, we are creating a thriving and attractive destination.

“These projects will not only enhance the quality of life for our residents but also provide employment opportunities, stimulate local businesses, and establish our region as a sought-after location for visitors and investors.”

Council is a member of the working group for the Great Keppel Island Master Plan Project and although council is not responsible for the project, its inclusion acknowledges the importance of its success to further boost the Shire’s reputation as a premier tourist destination.

Mayor Andy Ireland highlighted that Council is dedicated to working collaboratively with the relevant government bodies to ensure the successful implementation of these projects, driving sustainable growth and prosperity in Livingstone Shire.

“Through collaborative partnerships and effective advocacy, the council aims to bring these projects to fruition, fulfilling the aspirations of the Livingstone Community Plan Towards 2050,” Mayor Ireland said.

The Priority Projects document will be updated as projects are funded and community needs evolve in the future.

Priority Projects that require funding support:

  • Causeway Lake Restoration Masterplan: Council seeks funding to complete due diligence and design studies for the restoration of Causeway Lake, a major regional recreation asset. The project aims to bring the lake back to its former glory and attract investment partnerships.
  • Yeppoon Town Centre Rejuvenation: Funding of $15 million is sought to enhance Yeppoon Town Centre, including streetscape upgrades, road and parking enhancements, and scenic lookout improvements. These improvements will help establish the town centre as the heart of the region.
  • Stage 2 Capricorn Coast Homemaker Centre and Depot Relocation: Council is seeking investment to relocate the existing depot, attracting private investment for the development of Stage Two of the Capricorn Coast Homemaker Centre.
  • Permanent Australian Defence Force Presence: To address evolving strategic needs, the council is calling for the Federal Government and Australian Defence Force to invest in estate, infrastructure, and logistics in Central Queensland, enhancing defence capabilities and operational reach.
  • Maritime Infrastructure: Council is calling for the completion of the Rosslyn Bay Boat Harbour expansion and ongoing exploration of alternative all-tide open water access points across the Capricorn Coast.
  • Community Resource Recovery Centre: A budget of $3 million is requested for upgrades to road networks, landscaping, and the development of an onsite Resource Recovery and Education/Behavioural Change Centre in proximity to the Community Resource Recovery Area.
  • Capricorn Coast Memorial Gardens: Council is targeting future funding for the construction of the Bush Chapel and the establishment of a reliable recycled water supply to the Capricorn Coast Memorial Gardens.
  • Council CBD Precinct Hub: Funding of $20 to $25 million is sought for plans to consolidate all Council administrative functions and the library into one centralised location in the Yeppoon CBD, considering a potential Public Private Partnership procurement strategy.
  • Rejuvenate Woppa: Finalisation of the master plan for Great Keppel Island and secure continued commitment from the Queensland Government for successful implementation, including the delivery of committed funding to develop common-user infrastructure.
